In the course of my work as a broadcast journalist — lalo na po sa mga medical mission ng health show ng ABS-CBN na “Salamat Dok” — laging may mga kaso ng mga pasyenteng hindi makalabas ng ospital dahil kulang ang pambayad. Kadalasan, gumagawa na lang ng promissory note ang pasyente para lang makalabas.
At sa mahal po ng pagpapa-ospital, kahit mga may kaya sa buhay — kapag tinamaan ng matinding sakit — naku, posibleng maubos ang savings para lang sa pagpapagamot.
May mga organisasyon, NGOs at mga ahensya ng gobyerno na puwedeng hingian ng tulong. Isa na rito ang Philippine Charity Sweepstakes Office o PCSO. Kahit sino, mahirap man o may kaya, pwedeng lumapit sa kanila. But of course, indigents are prioritized by the charitable institution.
Nasa Lung Center of the Philippines sa Quezon Avenue, Quezon City ang isa sa main offices ng PCSO. May mga provincial or regional offices din sila.
Narito po ang requirements para sa hospitalization-assistance:
1. Personal letter na humihingi ng financial assistance ang pasyente o malapit na kamag-anak ng pasyente na naka-address sa General Manager ng PCSO. Dapat nakalagay kung ano’ng sakit o kung bakit humihingi ng tulong ang pasyente. Sa ngayon, si Atty. Jose Ferdinand M. Rojas ang GM ng PCSO ;
2. Original o Certified True Copy ng Updated Medical Abstract o Medical Certificate ng pasyente na pirmado ng doktor at may license at PTR number nito;
3. Statement of Account o Hospital Bill certified by the billing or credit & collection officer of the hospital. The officer’s printed name and signature should be affixed to this document;
4. For charity patients, an Endorsement Letter from the hospital’s Social Service; and
5. For private patients, an Endorsement Letter from the Credit & Collection Department of the hospital;
Nilinaw ni Cari Santos ng PCSO Charity Assistance Unit, na inalis na sa listahan ng requirements ang Social Case Study report mula sa mga local government unit. Madalas ay hirap daw kasing kumuha nito ang mga pasyente, kaya nagpapabalik-balik sila.
Dagdag pa niya, whether it’s a private or government hospital, may assigned social workers doon na kabisado na ang process ng paghingi ng tulong sa PCSO. Sila ang pinaka-importanteng makausap ninyo para matiyak na kumpleto at tama ang inyong mga document. Remember, the type of requirements that you need to submit depends on the type of assistance that you need.
Bilang paniguro, maganda ring magdala sa PCSO ng extra na original at photocopies ng mga dokumento.
Para naman makahingi ng tulong para sa gamot, magbigay ng mga dokumentong hinihingi sa numbers 1 and 2; pati na ang mga sumusunod:
1. Prescription of the required medicine with the printed name, signature and license number of the doctor;
2. Official Price Quotation of medicines from PCSO accredited pharmacies or hospitals.
Para naman sa financial assistance for lab tests, numbers 1 and 2 also hold true, with the addition of the following:
1. Request for the laboratory/diagnostic procedure with the full name, signature, and license number of the doctor;
2. Official Price Quotation of the needed procedure from the hospital, with the full name and signature of the hospital representative;
3. Endorsement o Certificate of Acceptance of PCSO guarantee letter mula sa Social Service Office ng ospital (if necessary).
Again, siguraduhing kumpleto ang mga dokumento bago pumila sa mga PCSO branch o sub-offices. Make sure na original ang mga dokumento, kung yun ang hinihingi, para hindi ma-delay ang pagproseso ng request.
